14:15~14:30 (1) Introduction of the ICT ODA Program of MSIT
- Current state and Outcome of the program ‘Support the Improvement of the Broadcasting Environment’
: Korea has accomplished unprecedented economic growth from the devastation caused by the Korean War(1950-1953) with support from many developed countries. Consequently, Korea has become the only country that has moved from an aid-recipient country into a donor country. On the basis of this economic development, Korea has accomplished rapid development of ICT technology and leads ICT industry all over the world now. Let me introduce the ICT ODA programs of MSIT including the ‘Support the Improvement of the Broadcasting Environment’ of RAPA for the sustainable development of developing countries to transfer the know-how gained from remarkable development.

Mr. Jun Hee Han
(MSIT, Deputy Director)
14:30~14:50 (2) Role of AIBD in Strengthening International Broadcasting Cooperation
: Asia Pacific Institute for Broadcasting Development (AIBD) is an international intergovernmental body with a vision to promote vibrant and cohesive electronic media environment in the region. All the programmes and initiatives are geared towards strengthening broadcasting cooperation, not only in Asia and the Pacific, but globally. The COVID-19 pandemic has given all the more reasons to have a strong media body, like AIBD, that can not only help chart the future of media, but also bring media bodies together to share resources and experiences on one common platform.

Ms. Philomena

(AIBD, Director)
14:50~15:10 (3) International Cooperation in the period of COVID-19
: COVID-19 put never-experienced hardships as well as new opportunities for international cooperation. Adaptation to new environment does not come easy since the national budget system is not flexible. In order to create a new paradigm for international cooperation, we need to develop ways to replace the value of site-visit and hand-on experience via online. In addition, we need to figure out how to promote knowledge-sharing in the era.

15:40~16:00 (5) Introduction of ATSC 3.0 On-line Learning System
: Broadband access is critical to provide on-line learning applications already existing Internet. Let me introduce a platform to deliver existing Internet on-line applications via datacasting protocol defined at ATSC 3.0 which is being developed by DigiCAP. ATSC 3.0 is being deployed in the US now. Datacasting protocol defined at ATSC 3.0 will dramatically reduce the cost to deploy Internet to low-income families and rural areas.
